Der Minister für digitale Entwicklung, Kommunikation und Massenmedien der Russischen Föderation, Maxut Schadajew, sprach auf dem 25. Internationalen Wirtschaftsforum (SPIEF) in St. Petersburg über das Konsumverhalten der Nutzer von sozialen Netzwerken in Russland. Dabei erklärte Schadajew, dass die Blockierung insbesondere der bisher populären sozialen Netzwerke wie Instagram, Facebook und Twitter nicht der wesentliche Grund sei, warum viele Nutzer in Russland diese Dienste nicht mehr nutzen würden. Er argumentierte damit, dass man die Sperrung einfach mit VPNDiensten umgehen könnte, falls man weiterhin die sozialen Netzwerke nutzen wolle. Dennoch sei die Nutzerzahl der einst beliebtesten Dienste bislang um 80 Prozent zurückgegangen. Wiederum hätte die russische Alternative zu Facebook, VKontakte, derzeit einen Anstieg der Nutzerzahlen zu verzeichnen.
