The occasion isn t completely clear, but possibly this event marked one of the very first lowrider conventions, contests likely in a parking lot at a school in East Los Angeles or San Bernardino. The film starts with a ribbon cutting ceremony at a parking lot with what looks like a politician or two (:01).
