Full title reads: CHIEF SCOUT SAILS Lord Lady BadenPowell leave Tilbury for World Tilbury, Essex. An elderly man, Lord BadenPowell, who is the Chief Scout, followed by two other men, inspecting lines of Scouts. Lord BadenPowell surrounded by the scouts talking (natural sound). He expresses his happiness to see them all, he thanks them for coming and also says that, on the other side of the world, where he is going, there are young scouts just the same as the English boys.
