Full title reads: Newport. A Whole Town en Fete and all records broken in the Royal Gwent Hospital Carnival in which 3, 000 gaily dressed revellers took part, headed by the Queen of Sheba her Newport, Wales. A brass band leads soldiers on horseback down a crowd lined street. A large horse drawn float carries a woman dressed as The Queen of Sheba and other women in fancy dress. A float comes past decorated as a windmill. The girls on the float are all dressed as Dutch women. Next comes a kazoo band it is not clear if these men are black or merely blacked up.
