Putin signs decree allowing exchange of frozen funds of foreign investors

President Putin has signed a decree that would hand Russians, whove seen their assets frozen in the West, a share of the assets of foreign countries currently blocked by Moscow. This comes in response to a move by the US House of Representatives to transfer frozen Russian assets to Ukraine.
