Le président russe Vladimir Poutine a annoncé une mobilisation militaire partielle en Fédération de Russie. Dans une allocution télévisée, Poutine a déclaré qu il avait signé un décret sur la mobilisation partielle soulignant qu il prenait les mesures nécessaires pour protéger la souveraineté de la Russie alors que l Occident cherche à affaiblir et détruire le pays. La décision de se mobiliser partiellement est pleinement adaptée aux menaces auxquelles nous sommes confrontés, à savoir protéger notre patrie, sa souveraineté et son intégrité territoriale, assurer la sécurité de notre peuple et des peuples dans les territoires libérés, a déclaré Poutine. Le président russe a ajouté que son objectif était de libérer la région du Donbass, dans l est de l Ukraine, et que la plupart des habitants de la région ne voulaient pas revenir à ce qu il appelait le joug de l Ukraine.
