Dhumal dance of Kashmir being performed at 8th Delhi International Arts Festival. The Delhi International Arts Festival, one of Indias most prestigious cultural festivals, began in New Delhi today. The Union Ministry of Culture and Indian Council for Cultural Relations are the principal collaborators of the festival.
