This is all very intentional and is part of what makes the environment of this story feel realistic and lived in. Aside from making the setting feel weathered and worn, setting up a world that can exist independently from the narrative, and creating characters with full lives that took place before the story even started, its important to fill a world with characters who arent paper thin and also hint at signs of stories of their own.
