This is one of a collection of paintings to be found not in an art gallery but at the headquarters of the (General Post Office) in London. Various paintings are shown and one artist is mentioned by name John Minton. The artworks were all commissioned for a series of posters designed to make people place conscious and induce them to address their correspondence correctly.
