Platinum Jubilee LIVE: The Queen s Birthday Parade Prince Charles will deliver the Queen s speech at the State Opening of Parliament today after the Queen announced she would miss the ceremony for the first time since 1963. Prince William will also be in attendance having been granted authority to open parliament on the Queen s behalf, along with his father, the Prince of Wales.
