Add flour and water alternately and knead thoroughly. Cover the dough with a lid and leave it to rise for an hour. Chop meat and onion into small pieces, mix, salt and pepper. Chop cabbage finely and squeeze with hands Preparation Roll out the dough into thick tortillas with a diameter of 1012 cm. Add meat stuffing with cabbage and onions. Seal and steam for 20 minutes.
