I was homeless in NC in 2015 scrapping aluminum cans and recyclables looking miserable and sleeping under the bridge. Yet I am not a thief and went and bought a sleeping bag and misc. items I needed to make myself feel more comfortable or whatever. Obviously I was still miserable and needed booze. I bought it and then picked it up too, either way, but how in the world I would get fined by an officer to this day I don t know. Something had to give I guess I had my cart full of cans with me, beats me.
