Migrants is enclosed in quotation marks because it is a euphemism for the term illegal alien. The euphemism is employed to obfuscate the fact that these persons are in the country illegally and are supposed to be deported. At some point in the recent past we decided that the term illegal alien is too harsh on our sensitive and delicate feelings.
