Russian modding at its finest

Mod s called Emba5 (Эмба5) (The Vodka Scrolls would suit it better). It s based on some abandonned Soviet military town in Kazakhstan. This thing exists. This thing is a Morrowind mod. This thing took about 10 years to create. try it for yourself if you dare, it s all in Russian but there s a lot more to it than I demonstrated. There s actually a questline here.
