But this week that all changed as one Russian city was vaulted into the twentyfirst century. The Soviets may have been the first country to put a man into space over 30 years ago, but they never could get the phones to work right. Still today in Tatarstan, a republic in Russia, the phones don t dial right don t connect right and leave a lot of people frustrated. Only one in eighteen here have access to a phone, and people have been known to wait decades for a phone to be installed. For a lucky few, that all changed this week.
