The Trieste uprisings of November 1953 were severely repressed by the Police Force under the Allied Military Government (GMA), the AngloAmerican allied military administration force headed by the British general Thomas Willoughby Winterton. With the end of World War II, Italy lost the Venezia Giulia region. The Free Territory of Trieste was founded in the capital Trieste and its immediate vicinity in 1947 by a peace treaty. It was an independent state under the administration of the United Nations, which was considered a buffer zone between Italy and Yugoslavia in order to avoid direct conflict between the two nations. Despite the drafting and ratification of the statute, however, due to the mutual vetoes between the former allies, no agreement could be reached on the appointment of the governor, so that the Free State remained divided into two zones: the Allied military government and the Yugoslav military administration.
