RPCS3 Resident Evil: Code Veronica X gt fixes build Vulkan Test, 2 4 K 2160p

This build (Which I believe is now merged into master builds) fixes the fire hair on Claire and some lighting issues on items when you inspect them. I also noticed there was minor FPS increases in some area after this test. State: ingame Has FPS issues, item blinks, flash still flashes white, some lights looks broken.
