Litter Enforcement Humiliated in Brighton City Centre

A Brighton Hove City Council Environmental Enforcement Officer attempts to issue an illegal 150 Fixed Penalty Notice, contrary to DEFRA Environmental Enforcement Code of Practice outside Churchill Square, Brighton. In this video, he is allowed to board a bus without paying a fare, in order to pursue the female victim who has already picked up a cigarette butt that slipped from her fingers. I have contacted Brighton Hove Buses regarding thier policy surrounding this. They have yet to reply.
