The captain of a cargo ship that collided with a U. S. tanker was revealed to be a Russian national who remains in police custody. The vessels owner said as it emerged that the ship failed several safety checks. The 59yearold man, who hasnt been named by authorities, was arrested by police in northeast England on suspicion of manslaughter by gross negligence over the collision.
