Vladimir Putin held a meeting with his security council members amid rumours that Russia and Belarus are moving towards a merger. Russian political scientist Andrei Piontkovsky says that Putin may have signed a pact to unite Russia, Belarus and Ukraine in the meet. Piontkovsky believes that Putin will use former Ukrainian President Viktor Yanukovych to sign the pact.
