Le 2 novembre 1917, le ministre britannique des Affaires étrangères Arthur James Balfour adressait à lord Lionel Walter Rothschild une lettre dans laquelle il manifestait le soutien de la GrandeBretagne aux projets sionistes détablissement dun foyer national pour le peuple juif en Palestine.
