Kefka s EX Skill pose is definitely top tier. Yep. He s a bit underwhelming especially after Kuja and Quistis (those two are monsters anyway) but still really nice for double debuff and blocking HP Attack. His attack need a bit time for setup since he s debuff based character but once it s set it s worth the trouble. And that EX Skill pose. I pulled just for that. ω)d Setzer is still pretty much viable here. He s a good alternative to block HP Attack if you don t have Kefka.
