Officials who are continually plagued by greed and corruption which brings forth societal hardships amongst people, broken promises at the expense of the poor; creating a system that produces minimal income, pay which forces people to borrow or seek credit, putting them more in debt, high rent, homelessness and a vicious cycle that continues.
