How to make a great looking tilt shift effect in Premiere Pro

I intentionally did something in this video to add a little irreverent humor. If you spot it, comment below. Be careful of your export settings. If you export with Use Maximum Render Quality turned on then you ll not get the desired results. There s a lot of tutorials that teach you how to do this effect using Gaussian Blur. Mine is a little more complicated and uses the Compound Blur Effect but I think it gives you a much better result in Adobe Premiere Pro.
